1 Fair Work Act 2009 s.240—Bargaining dispute Queensland Rail Transit Authority Trading AS Queensland Rail (B2026/336 & B2026/346) DEPUTY PRESIDENT LAKE BRISBANE, 2 JULY 2026 Bargaining dispute [1] I refer to the history set out in my previous statements and recommendations. [2] After seven weeks of intensive bargaining in the Commission, a final position has been reached on three proposed enterprise agreements. Those proposed agreements are: • The proposed agreement to replace the Queensland Rail Station Operations Enterprise Agreement 2023 (Stations Agreement); • The proposed agreement to replace Queensland Rail Travel and Tourism and Other Employees Enterprise Agreement 2023 (TTO Agreement); and • The proposed agreement to replace the Queensland Rail Administrative, Professional and Technical Enterprise Agreement 2023 (ASPT Agreement). [3] The offer includes: • A guaranteed 8.5% increase in wages over the three years, with a potential further uplift in years two and three dependent on inflation – with the first wage increase of 3.5% secured for 1 June 2026, paid in the first pay cycle following commencement. • The offering of a Strategic Delivery Allowance involving two tier annual payments of $1000 or $1200. The first Strategic Delivery Allowance is payable in the first pay cycle following commencement. • Increases to rail specific allowances. • Other improvements specific to each of the three agreements. [4] I recommend that employees accept backpay to 1 June 2026 with an expiry date of 31 May 2029. Queensland Rail and the government have been very clear that they will only consider backpay to the first of the month in which in principle agreement has been reached. I consider this position is very unlikely to change. [2026] FWC 2492 RECOMMENDATION [2026] FWC 2492 2 [5] I recommend that Queensland Rail take these agreements to a vote, and that the employees vote yes to these proposed agreements.
